Hangzhou, 29 October 2026 — Alibaba is strengthening its international AI footprint through a coordinated push across cloud infrastructure, large models, multilingual capabilities and enterprise AI agents. The latest move comes as Alibaba Cloud officially opened its Netherlands region in Amsterdam on 29 October 2026, marking its fourth European cloud region after Frankfurt, London and Paris. The new region will support local data residency and enterprise AI deployment, with enterprise AI services planned for rollout in the coming months.
Alibaba Cloud has also announced plans to open its first cloud regions in Türkiye and Finland within the next 12 months, while expanding existing data centres in Malaysia, Germany, the UAE, France and Hong Kong. The company aims to operate more than 20GW of global data centre capacity by 2032.
On the model side, Alibaba confirmed that its next-generation Qwen 4 is currently in training, with the Qwen 4.5 and Qwen 5 series expected to scale up to 5 to 10 trillion parameters. The current flagship Qwen3.8-Max, with 2.4 trillion parameters and a one-million-token context window, is already available via Alibaba Cloud’s international Model Studio API and through QwenWork.
Qwen’s open-weight strategy is also gaining traction overseas. According to a report by Korean think tank Rockbridge Network Korea, 46.8% of new models published by Korean developers on Hugging Face between January and August 2026 were based on Alibaba Qwen, ahead of US-based models at 35.9% and Korean domestic models at 14.9%. Globally, more than 460 Qwen models have been open-sourced, with cumulative downloads exceeding 3 billion and more than 300,000 derivative models created as of August 2026.
Qwen’s multilingual capabilities were further validated at WMT26, where Alibaba’s Qwen-MT-Lumen translation model won 18 out of 23 translation directions in the constrained track, and its Wayfinder translation agent system was named the overall Best System Overall. Qwen is currently the most widely used foundation model series among WMT participants, with nine systems built on it.
For end users and enterprises, Alibaba launched the QwenWork international edition in August 2026, offering an all-in-one AI productivity agent for global personal and business users. The platform integrates document, image, video and audio generation, browser automation and local file operations, and has connected with overseas collaboration tools such as Slack and Notion. It joins Qwen Chat and Qwen Cloud, which provide conversational AI and developer-facing model access for international users.
European developers and enterprises are increasingly adopting Qwen models through Alibaba Cloud’s international infrastructure and APIs. The expansion signals Alibaba’s intent to position Qwen not only as a consumer-facing chatbot, but as a full-stack AI platform spanning open models, cloud APIs, enterprise agents and global infrastructure.
